The challenge involved assessing bulk cargo potential in a region with existing port capacity at Paradip and other competing ports. Key issues included identifying captive cargo sources, evaluating hinterland connectivity, understanding mining and industrial expansion plans, and determining realistic traffic capture rates considering established competition.

The study conducted comprehensive hinterland analysis covering mining companies, steel plants, power plants, and industrial consumers. Traffic forecasts were developed based on production projections, export requirements, and domestic movement patterns. Competitive analysis evaluated relative advantages including location, connectivity, handling costs, and vessel draft availability.
